What Prop. 492 Decides. No Vote = Voters reject annexation

All PV voters the right to Vote FOR or AGAINST the Town’s annexation of 652 acres near Lakeshore Dr. and Fain Rd. for the proposed Lakeshore 650 high‑density master‑planned community.


  • NO VOTE RESULT:  The land remains under Yavapai County RCU‑2A zoning, allowing approximately 325 single‑family homes on 2‑acre minimum lots.


  • YES VOTE =  Annexation stands.  Developer maintains approval for 3,500 housing units, commercial development, parks, athletic fields, and 275 “attainable” units priced for households earning 80%–120% of Adjusted Gross Income (AGI) in the PV area—more than (10) ten times the density allowed under existing County zoning.

Serious Ground Water Impacts

Every new home and business consumes LOTS of groundwater.  


Replacing ~325 rural homes with 3,500 high‑density units plus commercial development would significantly increase groundwater demand in an area already affected by decades of drought and over‑pumping.

 Town Council (TC) obligated the Town / Taxpayers to a future of new, unspecified operational, staffing and maintenance costs.


  • TC agreed to waive up to $5 Million in Impact Fees Revenue via Credits to FSG
  • Taxpayers pay for Public safety expansion costs
  • Obligated Town / Taxpayers to expand water/sewer systems and road infrastructure to accommodate huge LS650 project.

Citizens said NO. Packed Council Meetings to STOP Lakeshore

Protect PV’s Water, Roads and open space.

What’s Happening?

The PV Town Council voted 4–2 to delay the Lakeshore 650 vote until Nov. 2026, the latest possible date. This meant citizens must wait two years to vote on whether the Town should annex 652 acres near Lakeshore Dr. & Fain Rd. for a high density master planned development.


What the Referendum Decides

Voters will choose FOR or AGAINST annexing the land for a project proposing:

  • 3,500 housing units
  • Commercial development
  • Parks and athletic fields

If annexation is rejected, the land remains under County zoning (RCU2A), allowing approximately 325 single family homes on 2-acre minimum lots.


Why This Matters:

Water, Water, Water

  • The developer promotes “Water Neutral Development,” but the Master Plan includes extensive irrigation, which contradicts true WND principles.
  • No WND demonstration project exists in the agreements.
  • High density development increases groundwater demand in an already stressed aquifer.

Traffic & Infrastructure

  • Thousands of new units mean significantly more traffic on Lakeshore Dr., Fain Rd., and surrounding neighborhoods.  
  • Higher long-term infrastructure costs for roads, utilities, and public services.

Community Impact

  • County zoning supports rural character.
  • Annexation would increase density by more than (10x) tenfold.
  • Citizens deserve a timely vote on major land use changes.


How Citizens Fought for the Right to Vote:  Despite obstacles from the Town and the developer:


1.  Volunteers gathered 4,500+ valid signatures in 21 days (only 1,455 required).


2.  A Yavapai Superior Court judge ruled the Town’s initial signature requirement of 5,709 signatures "Unconstitutional".


3.  A well-funded “Decline to Sign” effort to discourage voters included texts, robocalls, radio ads and paid 'blockers' near petition signing tables.


4.  Citizens succeeded because the community wants a voice in this decision.

Volunteers gathered 4,500+ valid signatures in 21 days (only 1,455 required).

Myths vs. Facts


  • Myth: The petition blocks development.  Fact: The referendum simply allows voters to decide on annexation.


  • Myth: Lakeshore 650 is "water neutral".  Fact: Irrigation plans and lack of a demonstration project contradict WND requirements.


  • Myth: Citizens don’t want a vote.  Fact: Over 4,500 residents signed the petition.

High-risk Floodplain: Six Key $$$ Facts to Know

  1. High-risk Floodplain = Mandatory Flood Insurance:  The Lakeshore650 land is a FEMA-recognized floodplain Type A, High-Risk, where FEMA guides building codes make flood insurance mandatory for Federally-backed mortgages.
     
  2. Three (3) significant drainage corridors: The Lakeshore650 Master Plan Development states it sits on three (3) significant drainage corridors. The Aqua Fria River, Coyote Wash and the Navajo Drive Wash cross the property.
     
  3. Flood insurance adds to buyers’ home costs by an average of $1,100 - $1,800 per year with some insurers capping building coverage at $250,000 and contents at $100,000.
     
  4. Town of Prescott Valley does NOT have floodplain insurance, yet ARS 48-3610 (amended) enables the Town to assume the powers and duties for Floodplain Management …’that promote the public health, safety and general welfare of its citizenry.’
     
  5. Conflicts with our Town's Code:  The Town Code of Prescott Valley Chapter 12, Floodplain Management states floodplains shall not be interfered with.
     
  6. Long-term Financial Consequences for PV:  Building on risky floodplains can push small towns and cities into chronic financial insolvency, crumbling tax bases and fiscal collapse. These municipalities can spiral into ruin as infrastructure repair costs outstrip local Tax revenues.

What does this mean? 

  1. PV is pumping more water out of the aquifer than it is putting in; "over drafting".  This is no surprise because the Town was already pumping 65% more water out of the aquifer as compared to year 2000 to support the 119% increase in population in 2022.
  2. In 2000 4,012.79 acre feet (1,307,245,555 gallons) was pumped.  In 2025 the Town pumped 6,296.18 acre feet (2,051,616,191 gallons).
  3. The Town knew in 1999 that they were out of safe yield yet the Town Council continued to approve massive housing developments. 
  4. Today, the Town has approved 13,129 new housing units that are waiting to be built. That will house 31,116 more people who will consume an additional 3,049,368 gallons of water A DAY according to the Town's calculations - 98 gallons per person per day.

Safe Yield - Balancing Groundwater withdrawals with Aquifer Recharge:  The AZ Groundwater Management Act (AGMA) of 1980 first established the goal of achieving safe yield for the Prescott Active Management Area (PrAMA). The state set a deadline of January 1, 2025 to reach a long-term balance between groundwater withdrawals and natural or artificial recharge.

The statutory goal of safe yield was designed to maintain adequate resources for the region, but it functions as a policy target rather than a strict legal mandate with penalties. In practice, the Arizona Department of Water Resources (ADWR) declared the PrAMA to be out of safe yield in 1999, and the overdraft persists today as the aquifer continues to be depleted faster than it is replenished.

Those pushing LS650 are ignoring serious water shortages

Fact: 3,491 more homes use FAR more water than 325.

Annexing the 650 acres of land is ONLY STEP #1 of the over-reaching LS650 project.  Despite attempts to downplay L650's many negative impacts to the area's water/sewer systems, traffic, Pronghorn herd, etc., four unavoidable, unchangeable FACTS remain. 


1.  PV is in a severe 20+ year drought -- and that hasn't changed. 

2.  Quantity and quality of existing residents' water supply is already a huge concern. 

3.  3,491 more homes will require FAR more water than the previously approved 350. 

4.  It's reckless and irresponsible for P&Z and Town Council to keep approving huge building projects when our precious water supply cannot be guaranteed.

FSG false claims re: Water Neutral Development (WND)

"Fain Signature Group falsely claims that Lakeshore650 is pioneering water neutral development (WND), supports the environment and addresses our water needs.


The most basic premise of WND is that every drop of captured and reclaimed water is directed back into the aquifer and not reused for any purpose. The Master Development Plan which calls for irrigation of extensive landscaping illustrates that Lakeshore650 will NOT be a water neutral development. A WND demonstration project has not been written into the agreements and it is not known whether the WND concept will work on the terrain of LS650.


Every new home and business consumes groundwater. To develop a high-density community of 3500 housing units, commercial space, parks, and athletic fields on land that had been zoned for approximately 300 single-family homes does not support the environment nor address our water needs. Rather, it will significantly strain our limited groundwater supply which has already been impacted by decades of over-pumping by municipal water providers."  Source: PVCA

  • Loss of open grassland habitat our Pronghorn rely on for feeding and movement.


  • Fragmentation of migration routes, making it harder or impossible for Pronghorn to  travel across the landscape.

 

  • Increased vehicle traffic, raising the risk of Pronghorn – vehicle collisions.


  • Residential fencing barriers block Pronghorn, which cannot jump like deer.

 

  • Long‑term decline in local Pronghorn presence if protections are weak or unenforced.

 

  • Pressure on remaining wildlife habitat as human activity increases around the development.

SLS650: Road to the Ballot Summary

Citizens said NO!

379 petitions. 4,563 Voter Signatures. Far more than the 1,455 required.

Town Council Meetings were packed with residents both for and against this highly controversial 650 acre project.  


Thousands of residents repeatedly made their voices heard by speaking at "Call to Public" and signing 379 petitions in record time to ensure what was to become Prop. 492 is on the ballot in Nov. 2026 so PV Voters can decide what happens next.

If annexation is voted down, the County zoning (RCU-2A: Single Family Rural Residential) zoning will remain in place - which would allow 1 single family residence per 2 acre minimum or approx. 326 single family homes instead of the proposed 3,500 mixed housing units plus commercial.

In Sept. 2024, the STOPLAKESHORE650 grassroots PAC filed an application to petition a referendum on the annexation of 652 acres of land owned by Fain Signature Group, for the purpose of developing a high-density master-planned community.   

On Thurs., Oct. 10, 2024, representatives from  STOPLakeshore650 PAC delivered boxes of signed petitions to the PV Town Clerk. 

Upon completion of the count and recount, the Town Clerk presented the Committee with a receipt for 379 petitions containing 4,563 signatures, far exceeding the 1,455 signatures needed for placing the referendum on a future ballot.

The high-density Lakeshore650 master-planned community project is located near Lakeshore Dr. and Fain Road.

Town of PV set the required number of petition signatures at 5,709. AZ Court said only 1,455 needed.

To achieve the required number of petition signatures within the 30 day timeframe, over 40 citizen volunteers put in countless hours and overcame obstacles put in their way by the Town of PV AND the developer, Fain Signature Group.


The Town of PV initially set the required number of petition signatures at 5,709.  A Yavapai Superior Court Judge ruled this to be unconstitutional and ruled the number of signatures needed be 1,455 -  equal to 10% of the qualified electors who participated in the July 30, 2024 primary election. Paid obstructionists stood by petition tables for the "Decline to Sign" campaign

To discourage PV Voters from signing petitions, the “Decline to Sign” campaign included a barrage of text messages, robo-calls, neighborhood canvassing, radio ads and a team of paid “blockers” set up alongside the citizens’ petition tables. There was a police report of our volunteers being harassed.


Despite these efforts to block the success of the petition drive, the STOPLakeshore650 citizen volunteers succeeded in obtaining over 4,500 valid PV Voter signatures in just 21 days, signifying strong public support in favor of a referendum to let the voters decide on the matter of annexation.
